I feel confident to say, for reasons that may or may not be related to the fact that I grew up with Pokemon, that that is, in fact, Pikachu.
bluesun is correct. That is, in fact, a Pikachu.
Pikachu, the un-evolved form of Raichu. More cuddly, less powerful.

As someone who has gutted Pikachu with a pistol bayonet, I can verify that the Pokemon in the picture is, in fact, the yellow pocket monster…

Silver loled when I showed her this last night, but she was too tired to comment…she’s still asleep, as a matter of fact! The little slug…
It’s a Pikachu. Electric type, Static ability, glass cannon (which means that if it takes one hit, it’s pretty much dead, no matter what the anime thinks).
Raichu is better, IMO. Better stats and looks cooler.
