    Yes, the Third is mostly forgotten. It shouldn’t be. The point of housing troops in private homes was two-fold: to keep an eye on the citizenry (privacy be damned) and to impoverish them by making them pay for the soldiers’ upkeep. Pretty much the same results we are getting now from the War on (some) Drugs.
